Just RNG. I've never had any of the farming methods work for me, personally, I just caught mine out during quests and whatnot. Took forever, but so did staring at a wall for hours at a time.

i once went on multiple expeditions without fnding anything, so i decided to just help my newbie friend with a quest and suddenly he said.

"aww look at the cute little birds riding on top of those dinosaurs, i never noticed that before"
and i was like
"you...WHAT"

I have easily found them on PS4 but on PC, they just don't want to ride the dinos!! I even killed the dinos to see if a new spawn would help.
Well, might aswell go kill something for the RNG gods :-'(

it is the patience test, now wear the ghillie mantle and simply wait in the areas of wildspire waste or ancient forest until you hear the sound.

or go to the dark side and use some mods for increased spawn rates

keep in mind you need the downy crake for the achievement and an ingame sidequest so better unlock the quest before you try catching them or regret to go through the whole stuff twice.

Yeah, it is exactly for the side quest and ingredient I need it, two birds with one stone.
Been farming the same places and waiting for the chipchip of the bastards, just need to wait a bit longer then
