most armor sets only have 5 level 4 slots. the other slots are not able to hold level 4 decorations so lower tier decorations still have massive usefulness even in master rank.
in the endgame you want as many slots as possible with a good setbonus on top basically. and the better your decoration collection is the more options you have to reach certain skill maxes.
for example for most raw sets critboost/vitality level 4 decos are REALLY useful. unless the armor you use already brings one of these 2 skills with it.
