I will check later on. But it might be that my high rank investigations are 75.
Edit: I checked. I have around 30 high rank investigations.

That looks like you don't have any MR investigations activated.
When it's greyed out, it usually means you don't have any investigations registered. Go check the resource center and make sure you have them registered--they need to be MASTER RANK to show up in the master rank quest menu.
With no disrespect intended, "registered" means they have a checkmark next to them in the box to the left of the investigation name.
If you still can't do them it's a bug I think.
you need to tick the investigation that you wanted at the npc that provides you with investigations in order for them to appear

However logging into the game on a different pc worked. I only got 6fps, but investigations were unlocked.
And when I switched back to my regular pc they were unlocked there as well.
Weird, but I take it. :)
