If im not mistaken, when you are looking at the stats of a certain weapon (like when you are about to craft a new weapon) it shows the highest sharpness it can reach IF you use handicraft 5.
But when you are looking at the stats mid hunt for example it should display the actual sharpness you have on your current weapon.

You need to use the Handicraft skill to draw out the inner sharpness of any weapon that doesn't already have a completely filled bar, you can't achieve the higher grades of sharpness otherwise.
Compare an Odogaron or Nergigante weapon, which has 100% sharpness by default, to another weapon like a Xeno'Jiiva one, which does not, as an example. Odogarons weapon would not benefit at all from Handicraft, however the Xeno'Jiiva ones would gain expanded sharpness.

Short version is you're mistaking the preview of your maximum sharpness potential for the sharpness you start out with. The thin strip of colour represents the preview, the thick strip represents your actual.
