I believe that is indeed the strongest sticky build that you can create at the moment. It's so incredibly overpowered that it trivialises most fights and I dare say that it might be one of the strongest builds in the game at the moment.

Sticky doesn't crit, so you don't have to worry about Weakness Exploit or anything like that.
Because of this, you'll mainly want to look for ways to increase attack. Attack Up and Peak Performance are the first two that come to mind.
The Artillery skill increases Sticky damage by 10% per level.
Sticky already deals KO damage if you hit the monster in the head, this can be increased with the Slugger skill.
Sticky is also great for breaks, flinches, and staggers; Partbreaker can help as a form of CC.
Most bowguns have small clip sizes for Sticky, so Ammo Up is extremely helpful in getting more shots out before needing to reload. Razor Sharp/Spare Shot is excellent as well for this same reason.
As far as bowgun mods go, you generally want enough recoil mods to get your shots down to Normal+2 recoil, this will let you fire without flinching after every shot. Then the rest can go into reload.
The linked build has most of this covered, but if you care to actually know why it's good, as well as what to look for if you start experimenting, this should help.
Evading reload is pretty powerful for LBG as a custom mod, it means you don't have to try and get the reload speed down and it's good for avoiding attacks at the same time. The only real annoyance is if you get staggered or roar stunned as then you will have to do a long reload.
