Will these summer event exclusive rewards be obtainable next year?

referring to the ones that only the players with the Iceborne DLC can get of course

In the past the seasonal stuff has always returned. Once you can get the tickets you can make the armor and you can use said armor to get VIP tickets for stuff like layered armor.

Yeah, maybe even sooner.

Capcom already did a month repeating all events back to back.

I don't believe the seasonal armor set bonus actually works outside the season though and no quests award the normal seasonal tickets, only the bounties and log-in bonus. The armor set bonus for the VIP tickets is greyed out and I don't remember ever getting any VIP tickets after the season ended.

I need a reminder, did VIP tickets even exist before Iceborne? I don't think they did and said month of events was right before it released, so it's hard to say how it would work now.

They did not, that's why you won't get VIP summer twilight tickets, you just need the regular ones to craft the old diver layored armor :)

The old seasonal armors didn't have armor set bonuses. The new seasonal armors have armor set bonuses that boost VIP ticket chance, but it's only a boost to drop chance. You can get VIP tickets from random quests even without the armor, but the VIP tickets only drop during the seasonal event. The non-VIP tickets are only awarded via the daily bounties and log-in bonus, so no way to get normal tickets outside the season either.

You keep everything you've unlocked and you can always save what you get for later, but the tickets are very much time-based on when you can obtain them. To further answer the OPs question, yes, you can always get these tickets again as the season returns.
