Capture Master has only 1 level:
capture-master-skill-mhw-wiki Level 1: High chance of increased capture rewards (no effect when joining mid-quest)"
I pair it with good luck for maximum farming effect.
"Good Luck Effect
Good Luck has only 1 level

Also, capture rewards are the same as carving now, capturing is simply faster and much safer as it finishes the quest sooner leaving less time for someone to cart.
So you're more likely to get what you want from Capturing, simply because you have 1 extra attempt for drops each time. Statistically this means you're more likely to find rare drops per mission, but the drop chances for rare drops is identical to carving.
dont forget about palico plunderblade. some gems can drop from it
i've done quests back in the day where i went and did everything possible for the best change at say, a large elder gem in Freedom Unite, and would NEVER see one for about 20-30 elder dragon hunts. then i'd just hunt one as fast as possible, nuts to the break parts and such just kill it fast, and i'd get one in the quest rewards.
Monster hunter is a game where you could do everything right, and still not get what you want. its a life lesson.
gf has captured 30 of them and hasnt seen a single pallium
It's called RNG. In my case I notice no difference. Also, it's your anecdotal evidence vs data miners. I wonder who's right?
In short: capturing monsters is always worth it. It gives you more rewards than carving + the loot table is the same. The only reason you shouldn't capture is if you want to break a body part, for example a tail, and it's still not broken when the monster is ready to be captured. There's also rare cases where capturing the monster is slower, but that only happens when farming low rank monsters with high rank gear, for example.
And if it's in the upper box, it doesn't matter if it's carve or capture. That's just a standard hunt reward that either can give.
