I think Elders are linked together, so unlocking investigations by tracking/fighting an elder should have an elder as the target, but there's no guarantee that it will be the one you want.
Also, you don't need to worry about having space for new investigations. The oldest ones are overwritten when a new one is picked up when you have 250 already. Registered investigations are never overwritten.
Yes, I always had the feeling like it works like that, I usually get new investigations after game restart... but still, I collected like,... I don't know 50? new investigations and only 1 was for kushala during 20 hours of hunting it.
