You serious or just horribly ignorant? Diablos is one of the top tier bow builds, you require the non element gem and then it becomes the most powerful raw damage bow available to us right now.
Well technically Raw Damage Bow is good against certain kinds of Monsters (like Deviljho who seems to have very small weak points for bow) and is a good filler if the player is inexperienced with the weapon.
Elemental Bows have potentially the highest damage output in the game when used properly, but if he is inexperienced (which OP stated he is new to Bow) then he'll be doing a lot less damage overall.
again no its not, the problem is you need the gems to make the bow great, many builds exsist that are based around the coil bender, and its the bow for outputting steady dps no matter which monster you fight, so again if your in for the long haul Coil bender is a go to bow, some more info from reddit poster:
Cera Coilbender - The highest raw DMG of any bow in the game, the negative affinity is something you need to work around for sure, but once you manage that, ♥♥♥♥ gets dank.
Piercing Shots - This skill is a 10% boost to DP DMG output, it only comes on one piece of armor tho, that being Rath Soul Waist (Blue Rath), so a gem of it would be prefered if one exist, but I have not seen it yet myself.
Special Ammo boost - Lvl 2 of this skill will give another 20% DMG boost to DP, and is easily aquired through several armor pieces like Kaiser Chest (lvl2) or Angie gloves (lvl1) + gem or just use gems. This gem is a level 1 and isn't too rare, so it is easy to slot.
Weakness Exploit - This skill is a little problematic for the Coilbender. Witht he exception of like Bezelboop, you won't be hitting but one or two hits on a weakpoint with your DP. You will mostly be hitting raw shots, so the affinity boost from this is awesome when hitting a weakpoint, but half a second later it is useless, so, you can consider dropping this in favor of other raw affinity increases, such as Crit eye and the like, to help negate the negative affinity on your bow to maximize the output anyway, but if you're fighting Bezelboop, you want WE, it turns him into walking number porn. Rather you go for WE or not is up to you, just understand that you have to trade some DMG on the backend to get it normally, unless you have great gems.
Attack Boost - This is a no brainer, this needs to be as high as you can manage. It is raw DMG output no matter where you hit your target.
Non-Elemental boost - Of course, again a no brainer. Raw DMG increase.
Food Buff Attack (L) - You always want this, it is a free DMG boost than can be stacked with your Demon powder/Might seeds.
Power shot skill - This skill is awesome for when in areas with walls you can run up, the DMG output on it is insane and will out DMG your DPs when you are in the right area with walls you can constantly dash up for a free shot of 400-700 DMG drop. Do NOT forget this skill, it can be aquired through a level 3 gem slot, or Lavasioth boots.
Honestly, until you get an affinity boost on your Coilbender, I'd ignore Weakness exploit and focus the Crit Eye up to help balance out the DMG on the backend of the shot, where you will be hitting negative crits otherwise. Once you have the affinity augment, you can drop a couple levels of Crit Eye for some WE through gems or armor, there are plenty of armor parts with WE on them, so working it in later isn't too tricky. Oh, and bring your affinity booster and ROcksteady mantle. They really help for when you decide you need to not be disturbed while you deeps. Just be aware, you still take DMG with the mantle on, it is easy to get cocky while wearing it and take a tempered smash to the face and be out of combat for the next 10 seconds healing yourself up, wasting your time on target.
Yeah, you pretty much spelled it out. This is a build made around DP, which is the only good thing a raw bow can do over an elemental bow. About "outputting steady dps", elemental bows do that way more consistently and for more damage, and the only cost is that you have to build more than one bow.
The only other usage of Cera Coilbender is in speedrunning, but it's unsurprisingly backed by affinity booster, evasion mantle and the wallrun cheese.
Don't be that lazy guy that tries to use a one size fits all for a weapon that is not made for it. Farm those Rath pieces and those Anja/Kadachi/etc bows, it's totally worth it.

elemental will be always better than raw in bows unless you are doing a ♥♥♥♥♥♥♥ TA with perfect timming and place to exploit the ONLY MOVE that have enought motion scaling to abuse the raw of diablos (Pro tip: isnt dragon pierce).
if we are talking about min-max build then again elemental > raw.
every weapon has a purpose, but only a few are to waste your time and money xP.
