Threat Lvl 2 = 7* monsters
Threat Lvl 3 = 8* monsters
some monsters dont have tempered versions, these are lowest of the low, jagras, girros etc
threat level 1 are your base stuff, like barroth, pukei pukei or tobi kadachi (inc anjanath and base rathian, which seems like they would be lvl2, but arent)
threat level 2 are your apex monsters, rathalos, diablos, legiana, odogaron etc (inc subspecies)
threat level 3 are elder dragons

-a Threat level 1 tempered will be HR 13 and above,
-a Threat level 2 will be HR 30 and above,
-a Threat level 3 will be HR 50 and above. Although the only threat level 3 monsters are Elder dragons so thats a way to know.
