Where to find a high rank Paolumu

I don't see any high rank quests, events, or anything that has a high rank Paolumu. I read that there is a quest called "Loop the Paolumu" but I don't have that quest even though I beat the game.

Check high rank expeditions and see if a paolumu is available. You need to have found one in high rank previously to get loop the paolumu.
