MR Kulve Taroth Golden Dragonspire

Why can I not meld the Golden Dragonspire for kulve, I can barely kill it and I don't get any from the carves, isn't that kind of unfair?

You get it from carves, rewards, shinies, etc.

As far as I know you can't meld them.
