I had sttuter and crash issues recently, after i've removed all the mods (they were just to tweak performance) the game is smooth again.
Are you talking about online latency or actual FPS drops?
If it's the latter then I have a few general tips that might solve the issue.
1. Make sure that your temperatures are within normal margins and none of the componoments are overheating.
2. Make sure that youre on driver 442.59 if youre using a Nvidia GPU. Anything after that has had performance issues with Monster Hunter World and as far as I know these issues haven't been solved yet.
3. Make sure that youre not using any mods and external programmes associated with mods. Remove all mods if this is the case and verify the game files or do a clean install.
Make sure that you have a backup to fall back on as some mods can be baked into your savefile.
If this is the case then the damage is sadly irreversible.
4. Make sure that Monster Hunter World is added to the exclusion list of your AV software and check whether there are any programmes running in the background. It's also worth mentioning that Monster Hunter World responds quite poorly to external overlays so I'd recommend disabling those as well. This includes the Steam overlay.
