As a note though, SOS flares aren't needed. As long as you're both in the same session, you can join each others quests once the cutscene has played.
Example:
-Both of you start your quests. Both of you see the cutscene at the same time.
-One of you "Return from Quest" , then joins the other players quest.
You don't have to do this for optional quests, but for all Assigned quests there is a story element you have to go through first.
Edited to say "return" instead of "abandon".
Wheras Return from Quest option assumes you have done what you wanted to do in this quest and would like to go back. Items you used will not be restored and items you picked up will be retained. Story progress is also retained.
the "return from quest" option in the start menu! After this process, it will let you do the quest together! It doesn't work for story expeditions with cutscenes, however. I know it's a pain and a hassle to do, but it's the only way I can find to make it work. (P.S. for a lot of story expeditions if you bail after the cutscene, it turns into a multiplayer quest! I'm not sure if it works on all of them, though.)
