How do I unlock Kulve Layered armor?

Not like what components I need I found that out online. I want to know how I get to the point where I can have it forged.

You have to unlock the Guiding Lands, and have gotten at least one Guiding Lands specific material.

Kulve Taroth Emperor Nugget
Elder Dragonvein Bone
Woodland Greatbone for Alpha
Reef Crystal for Beta
Effluvial Frenzybone for Gamma

What is your highest region lvl? It might has something to do with it.

Mhm. I never fought ATKT and still can craft the layered so....
Also a region on lvl 7...
Has all the mats...

Ok beat me to it. The only thing I have in mind is maybe lvling the area that came with the hr layered armors. Dont remember which one it was.. volcano or tundra xD.

just to make sure, you need AT KT emperor nuggets (get around 1-2 when you complete the siege) not old HR KT, and not MR KT

Hmmm, are there any other layered armours you can think of that you can't forge?

Regardless, a speculation, and possibly the culprit:
Since smithy stuff tends to be tied to whatever is in the first slot of the components list I'll hazard a guess you don't actually have the specific ticket (There is a non-'+' version of the ticket from back in High Rank).

You get it from most MR 6-Star Optional quests, specifically:

• "We Run this Town" (Iceborne's "The White Winds of the New World", do all MR 1 to 5-Star optional quests to unlock, MR 24)
  
• "Hymn of Moon and Sun" (Upgrades Impact Mantle, MR 125)
  
• "Divine Surge" (Upgrades Temporal Mantle, MR 150)
  
• "The Storm Brings the Unexpected" (Upgrades Affinity Booster, MR 175)
  
• "Master Hunter of the New World" (Iceborne's "The Sapphire Star's Guidance", MR 200)
