For some reason this game only sees 7.8 GB video memory out of 8GB GTX 1070

Anyone else have this happen. I checked other games but they read it as 8gb.

This happens because the game is actually being more precise about the available amount of VRAM. Some is ALWAYS reserved and inaccessible to applications. Most just round up the 50megs or so of VRAM that's reserved into '8GB' or '6GB' or whatever your card's max is.
Alternatively, you have something else going on your computer that is taking up some VRAM.

This is common, same reason you have 982 gb available in a 1 tb harddrive.
