How to get tempered elder dragons in GL
I read that you need to fight it in a lvl 7 area and I've done that. Am I doing something wrong or is there another requirement?

Not fight only, but said elder must APPEAR via that lvl 7 region.

Elder should spawn in 7lvl region. If it spawns in lvl 6 area and migrate to lvl 7 nothing will happen.

Also I believe Ruiner Nergi has to be in Tundra to be guaranteed tempered?
Not sure about lava.

MR 99 and beating the Nergigante quest is the main requirement, since that raises your region cap to level 7, which is required for Elder Dragons to spawn as their tempered versions.

That's it. If you have a region at level 7, associated Elder Dragons (Kushala for Ancient Forest, for example) spawned naturally or lured manually should automatically be their Tempered version upon arrival.

No other hidden requirements. You have to be the owner of the Guilding Lands session, you can't hop into someone elses Guiding Lands that have raised their levels to 7 and then have them leave, as I think it defaults the areas to whatever the new session host has. Any monsters currently out won't leave immediately, though.

Ye, different elders will be tempered only in their "home" region and some of them in Volcanic region too.

And no one can do anything when the leader leaves, as in cant summon, monsters despawning and no monsters replace them

Once region is max level most if not all baits will lure in tempered monsters.

Yeah. You can see where each Elder spawns if you have their lure, just check where you can lure them at. Teostra/Lunastra/Kush can all spawn in Volcano in addition to their usual region. And they can be tempered there too if it's lvl7.
