How to unlock these 2 option quest?

achy breaky heart quest (raging brachydios)
all that glitters is furious (furious rajang)

You should get access as soon you clear both special assignements
* ...And My Rage for All
* The Fury Remains
from The Tracker in Seliana

If you don't have those two, you must unlock Tundra region in the Grinding Lands first.
