The materials needed are from Guiding Lands which is the endgame of Iceborne.
The only layered armors you can get in base game is from the Arch Tempered Elder Dragons events using their tickets.
Those were the endgame of the base game.
So, essentially, layered armors all needed resources from the endgame of either the base game or Iceborne.
Of course, I am sure someone will eventually tell you to download a mod that lets you go around this process.
When do I get to unlock the layered armor menu entry (that brings you to the selection for layered armor)?
Is this before or after completing the main story of the base game?

This is because the events you need to clear to get the materials are HR50 and above.
The story ends at HR 16 if I remember correctly.
