The Stygian Zinogre is part of the Tundra region unlocking (which has no requirements other than unlocking the Guiding Lands I believe) as well as part of the follow up quest for Safi'Jiiva.
So I guess if you weren't too active after the main story (or played Iceborne late into the update cycle) and immediately went after Safi'Jiiva once you finished the story, you could completely skip Zinogre entirely.
At least I think so, it's been a while since I finished the story so I don't know for sure.
Stygian Zinogre is unlocked via special assignment that you can play pretty much right after you unlock Guilding Lands.
Zinogre on the other hand will require you to level up your Guilding Lands before you unlock.
