Nobody really makes mid-game sets for non-sticky gunners. Because you can't get all the skills you need to make this work really well. If you're talking about putting together a set that doesn't use level 4 decos, and doesn't use armor sets and gear obtained later in the story, then my response to that is just use sticky ammo.
Just use sticky ammo to get through the story. It's going to be more effective than pierce, until you can optimize pierce. It's really that simple.
Gunners with the exception of sticky ammo don't function well using "poverty" sets.
I will try that sticky build, it should be fun :)

If you really want Artillery and have no decos, go for the Dodogama coil and Lumu gloves.
Otherwise, I recommend the Artian vambraces for Ammo Up 2, which works well with the rapid fire pierce bowguns and pierce 2.
For the charm... True Spareshot from the nargacuga armor + the Spareshot charm is kinda OP.
Attack or Challenger charm for sticky ammo, Expert charm for pierce.
Personally, I prefer normal 3 ammo myself.
i would tend to narga in mid game with non elemental boost, but i can't remember if the last upgrade also needed guilding lands materials
