velk is a 1.35 multiplier (i think) and TCE is aproximately 1.5 multiplier.
For LBG CE has a 1.25 multiplier and TCE has a 1.4 multiplier.
For every other weapon CE has a 1.35 multiplier and TCE has a 1.55 multiplier.
For monsters with really bad elemental or raw hitzones like Zin, Safi etc. Safi 5pc is more consistent than any elemental crit skills, but if you want to run ele crit then go for Velkhana I'd say. You lose too many valuable raw boosting skills with Silver compared to the alternatives, and every elemental weapon except CB's phials (CB runs Safi anyway, so free raw skills) is >60% raw damage anyway.
silverlos is still meta for bow
the only time safi+velk outdamages silverlos is if you have almost perfect uptime on coalescence
