Basically what's happening is that Steam doesn't allow you to Family Share free DLC, only paid DLC for some reason. No idea why.
DUDECEPTION hasn't gotten around to trying out the potential fix yet, so no idea if it actually works for you or not man. Hope it does. And if you're so inclined, I would appreciate you contacting Steam support about this ridiculous restriction (if you haven't already) and maybe even sharing or posting on my thread. Whatever you feel comfortable doing. Just want something talking about this constantly, until hopefully Steam/Valve starts to care and removes it, as it shouldn't exist anyways.

I dont understand your comments. when you go to library/Properties/DLC I can see the texture pack and it says NOT INSTALLED. but there is no way to make it install in library/Properties/DLC so why do you keep reposting this path? it doesnt solve anything

Usually you disable a dlc/ uninstall it that way, to install a texture pack you have to download it from the shop page, once downloaded it should be on by default, if not do what he said and see whether or not it's enabled. But as other mentioned it might not work if you play it through family share.
So long as it says "In Library" somewhere on the DLC page, then you should be able to do it, if not...then I dunno, lol. That's how it's always worked for me, anyway.
