Can't access Dressed to the Nines Delivery on a Character

I've recently come back to the game to play through it with a friend. My low-level char (pre- Anjanath rn) can access the "Dressed to the Nines" Quest in the Deliveries Menu
For my high-level char (done pretty much everything except for a few HR and Event Quests) however it doesn't show up at all...
Wtf is going on?
Do I have to do something special I did unintentionally on my low char?
Or will I get the Layered Armor Set on all my chars?

If you have a appreciation ticket then all you have to do is talk to the blacksmith to receive the delivery.
