I think so, since it's at threat level 2.

Any idea of the drop chance for level 2s? I killed tempered bazelgeuse 12 times and captured 5 and have not got one.

No idea. All I know is that they drop from threat levels 2 and 3.

Pretty sure you get tons of these off tempered elder dragons. T2 is lower chance.
