e.g. if you are going to build HBG Destruction's Fusillade, then of course starting from Ore tree is what you want.
Since you are asking this, I am assuming you are new to the game. Here is some tip. Just upgrade (or craft) highest defense armor early game. When the materials unlocked, start upgrading your current weapon to the next highest raw attack. Once you reach Elder Dragons, you can start building something decent.
The most important thing in early game is to make sure you are not fainted from monster's attack, meanwhile low damage only makes the fight longer. Thus defense is your first priority early game.

ore to rush through the story
sharpness is more important than a lil bit more dmg, nobody likes bouncing all the time at armor plates of the monster
blunt weapons can deal better with low sharpness
like hammer or hunting horn
Not sure if it's the same for all weapons but Bone tends to lean towards thunder and fire elemental and Ore towards ice and water. Dragon can be found on both (?)
As for status, Bone should have Blast and Paralyze while Ore has Poison.
Now don't take the above as actual rules, this is just what I remember from the top of my head.
