Text can be sent either to "hub" which refers to just the people who are in the same gathering hub or quest as you are presently in, or to the "session" which means everyone in the session, whether they're in a quest or in Astera.
I believe the "phrases" mentioned are those associated with the gestures. They're automatically entered into chat if you use the gesture. They are probably still used even if hidden, but frankly, I don't recall this option, so I can't say for sure. These phrases are customizable.
The "All" tab shows you both system messages (info about bounties, tailraiders, the Argosy, etc) and chat messages (text from other players). Each of the other 2 tabs filters for only 1 of those types.
I saw that if you press C you disable the text from popping when doing the gesture, if pressed 2 it means that that text will either go to the hub chat or the session one right?
