so just do a lot of damage and poke the horns when you can.
Guy in this video lowered Kulve Taroth's HP to 1 and hitting the horns didn't break them off. The horns have their own HP value that you'll have to whittle down.

The higher the Pursuit level, the less damage you need. I heard Pursuit level 2 is half of Pursuit level 1 and level 3 is half of level 2 and so on.
Kulve Taroth is mainly about getting enough points to up your reward level so you don't necessarily have to be in the team to break the horns to get the rewards too.
In stage 4, you should hit ONLY the horns (and the tail if you want to break it).
