You can also try fast travelling between regions checking your Guiding Lands in the world map, if it has "???" present, it's a good chance it'll be one of the Region specific monsters you are looking for.
You should also consider just doing the Event quests to unlock them in your Hunter's Log, and then you should be able to search for Investigations with them as the target - by now, there will be plenty of people with 'em.
You could also just keep collecting turf wars and fighting monsters until you generate a lure for one, it shouldn't take too long if you're not specifically watching for that one lure, they have a way of building up while you grind for other things.
Failing all of that, you can simply wait until you are MR 125 and you should get a quest to fight 'em both nearly at the same time. Not sure if you need knowledge of them to be able to get that quest, but yeah.
You get him by:
Random spawns in Guiding Lands
Lures in Guiding Lands
Events in Elder Recess
Investigations in Elder Recess
Optional (MR 125+)
All kind of monsters will pop up. Your lure list will become super long as well.
