Just go back to the tent, grab a LongSword or GreatSword to finish the job.
If you insist on using bow, your best attack would be the clutch claw weapon attack at the tail.
Also I am not sure if the grapple tenderizing attack can cut tails I managed once but I was in a shared hunt so...
You may have a little more luck equipping your palico with a cutting weapon, and equipping them with shield so you have more opportunities to rake the tail.
Best advice, though, is not to use bow if you want the tail severed. Some monsters have huge tail HP and you will absolutely gimp your dps to try to cut the tail with bow.
With IB it seems tail items are more common as rewards or for tail break rewards, so you may not need to cut it.
Pretty sure I severed some tails doing the dodge mount attack anyway, but it's been so long I can't remember.
