I use the equipment menu instead. The item box one messed me up for some reason.
I set up my items, and the radial menu. Save to Equipment loadout. change it around, load and everything is like I wanted.
The issue is that the settings automaticly reset everytime I run a new quest and I have no idea how to prevent that.
The most annoying part is that for some random reason they LOVE to get between my whetstone and my mega potion which I prefer them as close to each other as possible. First Aid+ falls after Herbal Medicine right at the bottom of the healing stuff which is a free Mega potion if I have it so I want it before the mega potions, I wonder if its the order that you have them in your inventory which dictates where they go. Ill keep trying for other things.
Edit: I tried that but doesnt help doesnt matter where in the inventory they go, they always fall on those spots, even after saving a loadout, I even called a friend to try to like keep multiple items in the box so I could grab them, with the load out saved it does remember the spots but next quest reset to those spots again.

Sadly nobody posted an answer to this even on consoles. If there is not it should be suggested to CAPCOM.
There is no existent solution to this but I found ways to circumvent this.
So a solution I thought is to dont let the supply items get in the way of your item bar at all and mess up your muscle memory but still have an easy access to them.

First off setting the empty spot in this way it will prevent of the items getting in the way when you pick them up. This way you still have the most handy items you have (EZ ration always goes one spot after the empty slot, first aid always before the whetstone and first aid + after herbal medicine or antidote, there is no way to move them).

The radial menu will still keep track, you can set up an item bar exclusively for supply items.
At any rate if anyone got a reply I would like how to contact CAPCOM support directly, because this should be something in mind for a quality of life patch.
