Azure Rathian is the second strongest non-elder dragon
Nerigante is the first elder dragon.

Black Diablos is the strongest non-elder dragon, techincally you should fight him inbetween Azure Rathian and Nerigante.

Nerg will test all you have learned up to this point and requires you to play more agressively as well, so B-52 is probably easier if you have ok defense/fire resistance. Azure Rathalos should be easier than Nerg as well.

Depends if you focused on story or sidequests first. If you focus on doing all optional quests before advancing the assignments normal Kirin is the first elder dragon you get to defeat. But both will test you differently on what you have learned so far as at those points one mistake can mean you are carting.
