Is this a typical Capcom console port?
You know what i mean.. like only a handful of graphics settings, forced vsync and/or motion blur and other post processing crap, labored performance, unstable framerates and random frame drops, etc

Yes and no. Half of what you're mentioning is hardware related. As for the rest, Capcom is a Japanese console dev and Japan don't really care about PC gaming. I think they lack the commitment to make a port that fulfills the much larger demands of the PC market.
Also, they never had to do a port of this magnitude before.

I mean I hate to go against public opinion but the game runs amazingly on my computer. Im using a Ryzen7 1700x and I get a solid 50-60 fps. I mean it looks and runs great on my system. It sucks because I feel they optimized for certain hardware and are now playing catchup with other setups.

Not for DR3 it wasn't... capcom ports are hit and miss, dragons dogma was great, probably one of their best. But some of them dont perform very well. Also forgot to mention how are the KB/M controls.. again werent great for some of their games.

yeah, i played many jprg game port from console and most of them is not really good port

as Dr Brobotnik say, jp game company don't really care about PC gaming be cause japanese prefer console than PC

just few games port by US company like XSEED is really good port

game is very demanding. there's no arguing that. but alpha's and particles run like crap and kill the framerate.

given that there are 3k negative reviews and 240k people palying right now and my own expierence, i do not believe you are the minority.

a big believe, small room for error but i wont hold my breath and be concerned more than a few people with computers made after washington cut down that tree are having un due issues.

As the devs said, it is very possible that there will be an pc performance update with more settings to adjust. When it will be released is the other question.
