You cannot however remove the 4 special non-combat items as far as I am aware.
Perosnally I just set my radial menu as all wetstone and then use the item bar for items, makes it very easy to sharpen.
Not a bad idea with the entirely whetstone radial menu. I like how we have to do messed up stuff like this just to get around the games horrendous UI design.
This helps with moving stuff around, but you are still required to keep useless items on the bar.

The ideal situation for me would be to have an item bar with Zero non combat items, and then dedicate one of my radials for non combat instead.
I find using radial menus in combat to be anti fun, and likely to be the work of the devil.

Personally I have one radial with consumables (and whetstones), one with tools (slinger ammo, mantle, traps), and one to craft more consumables/tools.
Though, to be fair, i do prefer controller for the 3rd person melee combat in this game.
In the item pouch menu if you hover over the fixed items you can remove them with N at least on PC I don't know what key it is on consoles.
