Doesn't make it fullscreen, but at least I'm not being distracted by the border now.
I'm not actually sure what that does...it may just make it into borderless window or something, but hopefully not.
WIndows Settings->gaming->uncheck "show game bar when..."
Fixed it for me even once I switched back the check box on the individual app.
As far as I can tell, disable fullscreen optimizations does absolutely nothing.
