I didnt have to fiddle much with it too
if you move your mouse very slowly, camera does not move

My Only Issue now is the slow down at the end of a mouse movement. the camera tries to catch up. its kind of annoying. Trying to find a good offset for it

I believe you, I'm searching a solution for me and the others players with the same pb.
199k smart people using gamepad and not giving an F about KBM for a game designed for controller. 1k people trying to get an input configuration a game wasn't designed for to conform to their inability to adapt.
The game is using the mouse to emulate a joystick, and they included a deadzone, max turn speed, and minimum turn speed because apparantly they hate happiness.
There is not going to be any settings that fix all of these issues.
Lowering the mousebasespeed setting is good for extending the range between the max and minimum turning speeds - this makes the mouse feel more responsive. It also increases the range between the mouse being completely still and the end of the deadzone - which means slow movements with the mouse are ignored. The best you can do is fiddle with it until you are happy with the deadzone size and the size between min-max speed. There is no real fix right now.
I really recommend just using a controller while hoping that they patch in proper mouse support.

Less MouseBaseSpeed = MORE dead Zone & Less Negative Acceleration
It is not accurate Because negative acceleration does not change for real, just the "range"
