Mind you, your co-op partners will need to watch the cutscenes themselves before they can join that particular hunt.
The problem largely goes away once you get out of Low Rank. Even then, only story missions are affected. Optional quests and Investigations don't have this problem because those missions don't have cutscenes.
1) Both go into separate story quests.
2) Wait til both people have seen the cutscene
3) One person quits
4) The other person fires an SOS flare, and the first person joins that.
Also, at step 3, you can have both people quit and then reform the quest, at which point both people can join.
If you just have one person that needs to do the quest, they can start it, and others can join once they've done the cutscenes.
The game isn't fun enough to do single player.
There's tons of bounties and stuff to do together once you get the first couple ranks.
