False, i'm playing with a 1070 and a fx 8350 and it runs very bad, going from 60 down to 30 very often, and i've put all to low and off.

Try updating your soundblaster card drivers

I have GTX 970, FX8350 8GB RAM, and I constantly get a drop to 25fps every couple minutes for a few seconds no matter what, though it does happen more often during fights. Otherwise it runs very solid 60fps mid-high settings even during fights, but the drop makes it so annoying to play.

I have basically the same build. AMD FX8350 Black with a GTX 1060, and my performance has been great so far. Stable 60 all throughout, although it can occasionally dip down to 30 at certain parts in the Ancient Forest on mostly high settings.

need upgrade GPU and Memory. reason i have better fps im on GTX 1080 GPU and 16gb ram

I heard rolling back your nvidia drivers the to one before the mh drivers helped made people's fps better. Some guy recommended it and tons of people found it worked for them.

Fx-8350 1070 and 8gb ram with nvidia 398.36 high-max settings. 56-60 fps in town, almost 95% on solo hunts I have 60fps, multiplayer going down to 40-45, when everybody is attacking the downed monster it can drop down to 27.

Very strange that a lot of people with an fx 8350 have such a big difference in performance. People getting more fps than me eventhough they have a weaker graphics card.

This game scales well up to 8 threads and my FX-8350 is handling it like a champ. I think those experiencing major slow downs in busy areas need to increase their ram to 16GB.
