The data is still on your hard drive. Just restart steam.
The game wasn't uninstalled, it is still on the harddrive only steam think it is gone.
easiest and fastest solution is simply replace this *.acf file so you save the time for checking local files etc.
Such stuff could always indicate the beginning of failing hardware. Use crystaldiskinfo to check status of the harddrive and better create a backup before you lose it completely.
ive had steam refuse to recognize entire steam folders on different drives numerous times over the years and sometimes steam only recognize other drives and ignore the main drive the exe was on.. "steam things"
