Because Chinese are special. They always have differences in pretty much everything game industry-wise. For example theres this Call of Duty Online, which is a mashup of some of the old decent CoD games (MW2, MW3 and Black Ops mostly), it's only available in China.

It's not wise to envy a special version which is under Chinese government's censorship. As a Chinese steam player, I love my country but hate GFW and censorship interposing everywhere.

No, it's because Tencent want more people to use WeGame. So Tencent give Capcom lots of money to have the right to play it earlier. To be honest, some Chinese Steam users don't like Tencent. Tencent always ruins good games, like COD, Rocket League.

WeGame will forces you to give it UAC, or you can't run a game. It is disgusting.
