You get it from decoration farming, the best bet being T3 Tempereds

Agitator 2 decoration has a 0.09% chance to come from a Carved feystone(the green ones), and 0.22% chance from Sealed feystones(the yellow ones)

wait for tempered thunder puppy event next month on pc. you can get up to 8 carved and 1 sealed from it. way faster and better than 4-5 box t3 tempereds imo.

got 2 on console along with 2 atk +4, the rare one is Handicraft +4 or Earplug +4 along with ATK +4 i think they had like 0.10 percent chance or something

the r12 rare ones that can only drop from sealed feystones currently are expert+ attack+ handi+ and earplugs+ all others includeing challenger + can be gotten from carved feystones aswell.
