Can't complete Duffel Duty

I don't know if anyone else is having this issue but, whenever I start the quest, there's no endemic life on the map (no macaques, no fish in the ponds, and no penguins). I've waited nearly the 50 minutes given by the quest running around the map to no avail.
I tried running an integrity check on my game files and that didn't solve the issue either.
Regarding mods, I only have a couple of visual ones (hair styles only).
I'm completely stumpted.

Even if it is just some hair mods, try doing the mission without any. That said I have a ton of mods installed and the mission worked normally for me so I'm not sure.

It's 8 of the penguins, if you start at the shipwreck and go down to it, there should be 8 of them down there, if they aren't there when you start, your mod has probably messed something up and you should remove it

That sounds weird. Try verifying your game files, and maybe temporarily purging the mods from your system. You might have issues with an old mod that isn't fully removed or something, perhaps?

For what it's worth in this quest I didn't bother exploring the map, there's 8 Duffel Penguins hanging out behind the Shipwreck Camp that you can easily catch to complete the quest in under a minute etc. I doubt it considering you said all the endemic life was gone but maybe the Duffel Penguins only spawn there for that one quest?

Best spot to check - down from Shipwreck camp. Eight (pretty sure every time) duffel penguins should be wondering around ship.
If there is none - then either you experienced some rare bug or mods somehow interfere.

There's a bunch in front of the shipwreck camp and a bunch on a ledge near the eastern camp. 7 or something like that. Have to look down off a ledge to see them, though.

Yeah, I just tried removing completely nativePC from the game directory and the quest worked with no issues. There's probably a remnant of a base game mod that until now didn't cause any issue but for whatever reason conflicted specifically with this quest. Modding is weird like that I guess.

If their is an elder dragon in the map, they scare away endemic life, thats why theirs never any annoying small monsters to annoy you when they are around.

If the weather is currently 'Blizzard' then the Penguins will be inside. You can find them at the shipwreck camp, or you can find some near the fishing spot underground near the center of the map/center camp (drop down the hole)

yeah its the primary reason i purge my mod folder when IB dropped. because i knew with the mod community not being up to date, either they'd be broken, break other things, or kill my files in some way or another. so when a big update is about to drop its typically on the safer side to remove them, save your game again as modless, then receive the update and re-apply mods

Most likely this. I had the same issue and I got all mine at the shipwreck camp. No need to remove mods, most if not all of the relevant ones are updated by now.

When I did that quest I got my penguins from the central ice bridge that has a nice view of the whirlpool. They were on a ledge just below the edge of the bridge. This was during blizzard weather.
