if you mean that you your IMPACT CB has element then you still go for artillery as rising the element won't do anythign for the impact phial ticks
in case of the upcomming stygian maledicta, it's still worth more running a pure non-element build rather, as any extra element is wasted since the impact phials wouldn't benefit from it.

it's an impact CB so artillery
adding dragon element will inimaly increase the elemental damage on the sword and axe it but it won't do anything for the phial damage because it is not an elemental CB
in case of the stygian and rath CB, you will not only fall short on some base damage, you will also miss the poison, aswell as a 2 slot deco slot.
i would recommend the Vaal Hazak CB if you wanted to build around a Dragon element CB.
