Report a translation problem
If I go to the Options menu after pressing Start on my gamepad, it does the same thing on the Options Submenu. If I unplug the gamepad, it stops for half a second, then starts up all over again, so it's not hte gamepad. It's the f*****g game doing it!
If you haven't already restart your computer with only mouse and keyboard plugged in, verify game integrity and if it still fails you should refund cause this type of problem is usually solved when either the mouse, keyboard, or controller is deactivated or reset.
Each input should be:
Player input > Visible effect > Stop of Player input > Stop of visible effect
My guess is something went wrong with the system falsely detecting step 1 and failing to detect step 3. So repeating step 1 and step 3 yourself might stop it if the controller is not faulty.

2. I'm using a laptop, so I'm afraid this recurring problem happens no matter what, and can't be resolved from unplugging and replugging an onboard keyboard. Doing so with the gamepad has not fixed the issue either I'm afraid.

I noticed that kinda had an effect on my Options submenu, hitting L1 and/or R1 on the gamepad. Unfortunately, that didn't stop it from starting up again immediately after.
Either way, for me, this isn't a small issue. I was literally standing there in the training room, having closed out the Menus that pop up from the Start Button, and my radial hotkeys were spinning like I was playing a hand of roulette. It was orbiting the bottom right corning with reckless abandon. I think I might have to just refund the game, assuming Steam will let me, and buy it on my PS4, as I can't get it to work on my laptop even though this is supposed to be a fairly modern gaming Predator PC.

On the topic of drivers, just yesterday, I'd gone to DevID(dot)info and used their DevID Agent program to acquire the most up-to-date and compatible drivers for the devices on my computer. They're a trusted source for detecting drivers that are compatible with your laptop and its components.
So, all my drivers are functioning, and this glitch was manifesting both before and after I did that. So, I've disqualified attaining new/different drivers as the solution.
The idea of having to incessantly rely on spamming ctrl/alt/shift with movement keys seems like something that could be too major a hassle for me. Especially if I'm fighting some boss, and it gets in the way of me using a potion, or if I can't even use the radial menu anyways.
Bottom Line: I've refunded the game for my laptop, and I"ll probably just suck it up and buy it for my console instead, even though I can't drag my PS4 around as easily as my laptop. I'm hoping this kind of thing will likely not be present on my PS4. I mean, me finding information on this phenomenon was rare enough on the pc. I'm hoping it'll be nonexistent on consoles.
