Is there some specific way to use a Palico command?
Every time I'm stunned and call this thing it just comes to my side and sits there like a ♥♥♥♥♥♥♥ jackass while I get carted.

Yet there are times where I get stunned without noticing and suddenly this thing is on my side kicking me out of it.

Its 50/50 with this damn cat

How the hell am I supposed to work this thing?

You can "signal" via your radial menu or the start menu. That's hit or miss and I don't like to be in situations where I gotta rely on the dumb cat.

Don't rely on your Palico following your commands or acting in a consistent manner. If I ever use the palico commands, it's to get on demand buffs from coral orchestra during transitional periods of the fight where there's hopefully nothing to distract it.

Signal has one super-important use to it though, it calls your Palico over to you, so if you need the monster to aggro your way for a trap or something and your Palico is drawing the monster's attention too much, using Signal will get it to stop fighting and come over to you ASAP.

Otherwise, either don't rely on it, or start to get used to the timing with which they use their skills/equipment inherently.

And for whatever reason after Iceborne they don't seem to be as good about knocking you out of a stun, so something to stay aware of. Stuns are so ♥♥♥♥♥♥♥ awful for so many reasons in MHW, it's strange to see that that's one of the areas the series went backwards.
