At certain level increments, it will stop increasing and the guy back in the snowy town will have a new quest for you that involves hunting Tempered monsters.
Completing that quest unlocks your MR again and introduces Tempered tracks of that level to expeditions.
By the time you get to MR100 and complete the last of these quests, you'll have all threat levels of Tempered monsters unlocked.
In either case, the best way to raise MR AND to get more tempered investigations is by raising the level of areas in the Guiding Lands and following around the Tempered monsters that appear there (they show up a lot at level 6 or 7 for a given area).
wasn't there a black diablos and a temp barioth which could be followed for some tracks while having felyne researcher foodskill for extra investigations

Find a suitable tempered T2 monster, preferably one that leaves a lot of tracks and follow it as it walks around the map. Use your ghillie mantle to prevent the monster from attacking you.
Anjanath and Narcaguga for example leave a lot of tracks and are both tier 2 monsters so those would be very suitable.
