Tried multiple things including reinstalling, enabling vsync, forcing a 60hz refresh rate in steam's launch options. No dice.
im gonna hop on and see if its affected all resolutions, though i dunno if i'll see it since i never dip below 60 and hang out around 90 on max settings.
Unfortunately neither solution has worked for me. One interesting thing to note is that this problem occurs everywhere. Not just during hunts/ in towns/ during intensive moments/ etc. I can be sitting in a menu or loading screen and I'll still notice my cursor and the animations on screen stutter. It starts happening the instant I load into the main menu.
If HDD try a defrag.
If SSD I have no idea.
Have to close one of them to remove the stutter. have you tried closing discord, chrome/firefox, torrents, anything else cpu hogging in task manager?
I know it's very basic troubleshooting.. but just to rule it out that your cpu is getting overheated?
Also possible nvidia shadowplay or OBS running?
graphics settings all on lower. max lod on -1. volume rendering/shadows/reflections all off etc.
Malware scan just in case?
After all that I'd just try opening up pc and cleaning up the dust, remounting video card /reapplying thermal paste. check hard drive health.. if it's 4+ years old there's a chance you may need to replace it sooner than planned. iIs computer slow when accessing harddrives?
they changed a couple things a new resolution support and voip, they added a push to talk function. so they messed with both video and audio code to some degree. i did encounter an audio bug i hadnt had since the behemoth questline of fighting the Kulu ya ku. but thats about it.
so my suggestion is verify files if you hadnt already, update vid drivers to latest, and at the most extreme reinstall any audio drivers you may be using be it on board or through your GPU. i highly doubt it will fix any issue, but if everything else isnt fixing it why the heck not? xP
i also have nvidias shadowplay running, so unless your using an older 900 series card it shouldnt cause too much of an issue.
never went below 80 fps during my deviljho fight in Coral highlands. twice. just had the one audio bug where its like a whole channel just switches off, i've confirmed its not my speakers its the game doin it. how, i dunno. but this is only the 2nd instance of it ever happening to me.
