yeah there is a few options you can use.
If you dont mind using a mod that allows you to change your "layered" armor to whatever you want

Certain Delivery quests can give you Layered Armor, which is cosmetic armor worn over your normal armor. Festivals or Arch Tempereds give Layered Armor rewards.

The only layered armor that looks like normal-ish clothing is the arena set, Brigade Layered Armor, available once you've finished the Lunastra quest chain.

Butterfly
Blossom/AT Kirin
Deathstench/AT Vaal
Dante/AT Teo
Drachen/EX Behemoth
Guild for Luna
2 Sets for Kulve
Samurai Set for Deluxe Edition
Mosswine/Pig Mask
Faux Feline/Cat Mask
(I think thats all PC has atm)

Next week is Appreciation Fest, so then you can get:
Appreciation Set
Sealed Eyepatch
Wiggler Mask
Plus everything else listed before if it was locked behind an event.

On top of all of these, Console has:
Different Guild Armor/AT Kush
Origin Armor/AT Zorah
Commissioner/AT Xeno
Sakura/Street Fighter 5/AT Luna (PC probs won't be getting this)
Assassin's Creed Collab
Alloy/Horizon Zero Dawn (PS4 Exclusive)

And the only confirmed future Layered no one has gotten yet is the Wither 3 collab

All Layered Armor is reused armor that has skills. "Deathstench Armor", for example, has an armor set, as well as is a layered set.

Not all of it. Dante armor does not exist as regular armor, nor do any of the samurai-themed sets from KT.

Dante armor does have a Dante Armor set from the Devil May Cry Quest: Code Red. And technically, the Kulve Taroth layered is Lao Shen Lung armor.

Well on the PC Roadmap, it said that AT Luna wasnt going to have a layered armor set, and her's is Sakura from SFV Collab
