All T3 hunts are tempered elder dragons, or TED for short.
once you stockpiled many many MANY useless jewels then you give the melder a spin.
before using the melder go on youtube and find videos explaining how the melder tables work and how to gem snipe.
T1 missions a have HR 13
T2 missions a have HR 30
T3 missions a have HR 50
So any Tier 2 missions which has purple reward are your best bet. But Attack jewels are bloody rare. Ridiculous rare in fact.

Threat level 3: Kirin, Teostra, Kushala Daora, Nergigante, Vaal Hazak
They come to you when they feel like it.
Do tempered 2 investigations for the rarest decos. It has the highest drop rate for the best appraisal stones for rare decos.
Do tempered 3 for streamstones. It isn't as good for rare decos because the drop rate for the rare appraisal one is lower.
Personally I say ignore deco farming and do other things and hopefully you'll just get the stuff in the meantime . The desire sensor is real. Once I had 1 attack gem. 3 weeks later I decided to redo my builds and I had 5. I was like wtf. I didn't even notice because I just always assumed I got bad decos.
