How to unlock "A Visitor from Another World" ?

Hi guys I have a little problem, I made everyquest that I can make, I am currently HR 101, completed the story line, spoke to the serious handler, and I did not get the quest "A Visitor from Another World". Is there something I have to make in order to unlock the quest?

After talking to the serious handler, it should show up under special assignments. You're sure it's not there?

After restarting the game I could talk to the serious handler again (did not work before the restart). Now I have the quest. But ty for trying to help suzaku

U have to talk to serious handler twice.

In Astera, once you are above hr16 & have done some things in the main base story the serious handler will have a blue exclamation mark over her head and you talk to her

how unhelpful is any of these answers when they are simply the correct answer?......
